Yes. The lights are made for outdoor use and are left up year-round, so spring brings no takedown. Before you commit, ask for the rating of the exact product in your quote, since Guelph winters mean snow, cold snaps and thaws.
The controller goes in at an outdoor outlet. If a new outlet must be added, or the lights need a hardwired connection, the job belongs to a licensed electrical contractor under the Electrical Safety Authority rules. D&D does not do that part, and your written quote says if it applies.
