A drip at a corner or outlet, or a single sagging run, is usually a repair. A system with many leaking seams, or with splits, holes or crushed sections, is a candidate for replacement, at least of those runs. If water pours over the front in normal rain, we look at why first: a blockage, a run with no fall to its outlet, or troughs too small for the roof.
Mostly it changes the priorities. Masonry takes in water, so the focus is on stopping leaks at joints and carrying water away from the walls with outlets and extensions. Hangers still need solid fascia wood to hold, so a soft or rotten board is noted in the quote before any trough goes up.
